customer service of U.S.I. Holdings Corporation and USI Consulting
Group through cutting-edge, web-based technology to provide
the industry with leading, highly customized single-source solutions

2. What is Benefits Outsourcing? |
| |
Outsourcing is fairly simple. By
transferring the complexities of benefit enrollment and administration,
outsourcing frees employers' in-house staff for other tasks
and strengthens employers' benefit administration operations
without sacrificing control. The ResourceONE team leverages
the creativity and expertise of several USI resources to deliver
maximum value for client benefit dollars. ResourceONE will allow
the employer to decide how much or how little they want to be
involved with the administration of their plan.

3. What is ResourceONE,
release 1.0? |
| |
ResourceONE, Release 1.0 is an integration
of five employee benefit enrollment processes that allows the
client to choose one or several enrollment solutions. The objective
is to help the client transition their employees from a one-on-one
enrollment process to a "self-service" or web- enabled process.
The approach of ResourceONE, Release 1.0 is to balance high-tech
capabilities with high-touch service. -

4. Why
was integration of enrollment solutions the first release
of ResourceONE? |
| |
The integration of benefit enrollment
solutions was chosen as Release 1.0 as it is one of the more
costly, time consuming and confusing processes for individuals
responsible for benefits enrollment and administration. The
promise of what technology delivers in a self-service solution
is over-hyped and the preparedness of employers and employees
is overstated. Recent surveys indicate that 90.1% of employees
prefer a one-on-one process. With the responsible transition
we help employers "transition" their employees to a more effective
and inexpensive Internet enrollment solution.

10. Describe
ResourceONE's strategy to transition employer groups along
the benefit enrollment continuum? What is ResourceONE's strategy
for moving employer groups to a self-service model? |
| |
In an effort to reduce cost and
time, many clients moved too rapidly to a "self-service" or
web based enrollment model. Employees found it to be impersonal
and confusing and the employer found it to be a technology
nightmare. By starting with a one-on-one enrollment solution,
ResourceONE sets the stage for an employer to responsibly
"transition" to a self-service model. The one-on-one enrollment
process establishes the foundation for this transition. This
is accomplished through the following:
- Capturing previously missing data
- Updating existing data
- Communicating to employees about their benefit plan choices
through a one-on-one solution
- Builds a foundation of basic benefit knowledge employees
will not obtain through a "self-service" model (benefit
plan, section 125 contributions and "total compensation")
- Surveying employees about their preferences for ongoing
enrollment solution
- Providing demonstrations to help the employee become comfortable
with a self-service enrollment solution
After the initial open enrollment has been completed, ResourceONE
consultants can help clients and employers use the survey
information to help chart a self-service model that fits their
current employee population's skills.
ResourceONE's benefit administration services can provide
a tool to maintain benefit information on a daily basis. Part
of the benefit administration services includes the ability
to provide a web- based enrollment solution. Web enrollments
can be supplemented by other enrollment media including additional
one-on-one meetings, phone enrollment centers, IVR (Interactive
Voice Response) and traditional paper-based enrollment. Regardless
of the media chosen, the building blocks for the transition
are in place. These building blocks include:
- Updated data that is needed to populate systems such
as benefits administration, payroll, IVR and Enrollment
Centers.
- Therefore, an ongoing solution has been implemented that
incorporates "cleansed" data.
- Through the one-on-one process, employees have received
an education about benefit plan choices so as to better
equip them to function in a self-service environment.
- Employers have had an opportunity to view survey results
charting a self-service path that best fits their employees'
needs and abilities.
- As circumstances change through time, ResourceONE can
provide the necessary tools to support the benefit enrollment
and administration needs of our clients.

11. What
are the advantages of ResourceONE, Release 1.0 for the employer? |
| |
The "responsible transition" is a
smart choice both financially and emotionally for employers.
This transition gives the employer the process to move their
employees responsibly toward a more effective and inexpensive
benefits enrollment process. The plan is designed to minimize
the problems with data, technology and training before transitioning
to a self-service model. Eventually, employers can spend more
time managing their core business instead of managing their
employee benefits administration. This can be accomplished by
transitioning employees to a self-service enrollment solution.
The employer will experience improvement in employee morale
and satisfaction through the demonstration of commitment and
interest in transitioning the employee to this self-service
model. The employer can also expect an improvement in productivity
and a reduction in administrative time and costs. -

12. What
are the advantages of ResourceONE Release 1.0 for the employee? |
| |
The employee becomes empowered to
manage their own benefits and other "life" choices and maximize
their protection on their own time, in the comfort of their
home, and with the involvement of their spouse and family in
the decision-making process. The employee becomes more educated
and satisfied as they transition to this self-service solution.
